utils: Use AOSP `dtc` from other branch

In  5443d89a08, I (yes, that was me) used `master` branch for `dtc`.

The fact that `master` branch is kinda same like kernel.org's `dtc`. But other branches than `master`, like `android10-release`, generates the `dts` output more correctly.

So use that one.
